Why Would the Members of the Current Board of Oregon Parole be Protecting Serial Rapist and Sexual Sadist, Richard Troy Gilmore?

Should we question the morality of people who demonstrate their incompetence, dishonesty, immorality and manipulative maneuvering by what they FAIL to do? Perhaps we should.

On the freezing morning of December 16, 2022, I met with Tiffany Edens, and her husband, James in Old Town, Chinatown. I met with them to provide support, along with several other community members, as Tiffany made a statement to Portland media about the release of Richard Gilmore, the sociopathic sexual sadist, also known as “the jogger rapist.”

Gilmore attacked Edens in her own home, in 1986, when she was only 13-years-old. Gilmore later confessed to almost ten other rapes of young girls, most of them children, covering a decade of serial raping during the 1970s and 1980s.

*During this time Gilmore eagerly tried to become a police officer with both the Portland Police Bureau and Gresham PD! In fact, Gilmore was short listed to become a Gresham police officer at the time of his arrest. While attempting to become a Portland police officer, Gilmore lived near a Portland officer, and it’s been reported that Gilmore lived so close to the officer, he was actually his neighbor. Gilmore would often ask this officer questions regarding “investigation procedures,” which is often what criminalists do, when gathering evidence. This illustrates Gilmore’s level of calculation and self-knowledge. He knew what he was doing and was trying to learn how to cover his tracks. When Gilmore was trying to sign on with GPD, he often asked this Portland officer for guidance on the “application process.” Later after Gilmore was arrested for being a serial rapist, the Portland officer was no longer his “friend” and provided important“discovery” for the prosecution. Ultimately, Gilmore failed to become a police officer, being arrested instead for his slew of horrific crimes against children.

The morning of December 16th, Gilmore would be set free after serving 36-years in prison. He was released to a half-way house in Old Town, located in downtown Portland on that date and Edens made it clear she would be in the area warning residents and business owners that Gilmore, a serial rapist, would also be living in the area.

Edens and her husband got help with the fliers from friends, Alisha, and Emily, who host the podcast, Murder in the Rain. With their help they were able to distribute the fliers to warn the city of Portland about the release of this serial rapist.

By looking at Gilmore’s crimes, he has been described numerous times as an Anger Retaliatory Rapist, one of the most dangerous and destructive kind of predator.

As a crime victim myself, I have long empathized with Tiffany Edens. I was twenty when the story broke in 1986 and I remember well how deeply saddened I felt. I know how traumatic and soul crushing sexual violence can be, particularly when perpetrated against children. It changes the native potential you were born with and alters the way you look at the world and at yourself.

I was assaulted in 1979, when I was 13 and was further traumatized by the court system, the advocates, defense attorneys and even hospital staff afterwards. As a result I always felt a deep sympathy with Tiffany, so much so, that when I saw her on FB years ago, I sent her a friend request and slowly over time, we got to know each other, as well as one can over social media.

A lot has been made recently of the Board of Oregon Parole and why they would parole Gilmore, when so many other experts have testified that he is an unrepentant woman hater and was in fact a serial killer in the making. Even a burly correctional officer testified that Gilmore despised women and could not be rehabilitated. None of that seemed to matter to the new parole board.

I believe it is important to identify who these people are. No more the days of the anonymous “parole board” who can wield such power over an entire community and often against their collective wishes. Now, these individuals need to be pointed out and identified.

The Board of Oregon Parole members currently include…

1.) Chairwoman, Greta Lowry who has served on the Board since May of 2019. Lowry is a white female with dark hair and dark eyes.

2.) Vice-Chairperson, John Bailey who has been with the Board since July of 2019. No available photograph or social media accounts.

3.) Board Member, James Taylor has served on the board since December of 2017. James Taylor is a bald African American male with a grey goatee.

4.) Executive Director, Dylan Arthur has been with the Board of Parole since March of 2018. No available photograph or social media accounts.

5.) Two new members include Kelly Kuklenski, of Tualatin, appointed in September of 2022 and Ronnee Sue Kliewer, of Portland, Oregon. Both of these individuals were hand picked by none other than Kate Brown, Oregon’s extremely and historically unpopular Governor. There is little information on Kelly Kuklenski, but Kliewer has left more of a cyber footprint, which I will detail here…

Kliewer is a Portland woman attorney and has been a member of the Oregon bar since 1993, specializing in “juvenile law.” She appears to have been licensed for at least 29 years and was born in January of 1964 and is 58-years-old.

On one website, Ms. Kliewer was described thusly by a woman named Rosa: “Not a good attorney does not care about any of your needs! Cares only about is paycheck more. Do not hire her she was absolutely horrible on my case didn’t care about my case or my family.”

Another anonymous reviewer described Ms. Kliewer in this way: “Unbelievably unprofessional. She was so impatient during trial, talked about her personal stress, such as her daughters birthday and browsed her laptop during critical testimony. This is a true case of a lawyer looking out strictly for their own well-being. Appalled she is a part of our legal system.”

It would seem that Ms. Kliewer does not have a reputation as a trustworthy person. Link to the reviews can be found HERE…

There are dozens of websites which mention Kliewer, but it would seem that of the websites where Kliewer has had some influence over her various profiles, she has made a concerted effort not to include any photographs.

Despite this, however, Kliewer is believed to be a white woman, with straight, blond, shoulder length, color treated hair as in the photo blow in which she defended a juvenile defendant accused of prostitution and armed robbery…

When I met with Tiffany Edens on the morning of December 16th, what I found most perplexing about the fliers she and her husband were handing out, was the unbelievably poor quality of the photograph that the Board of Oregon Parole provided her with. When Edens requested a photograph of Richard Troy Gilmore, by the Board of Oregon Parole, they sent her this photograph below…

As anyone can see, the photograph that was provided by the Board of Oregon Parole is unusable. It is pixilated, extremely blurry, and has no definition which might make any of the facial features discernible or recognizable.

Gilmore appears to be grimacing by pursing his lips together tightly. Why? Was he coached to do that, perhaps by one of the members of the parole board?

Most notable is that because of the pixilation, there is not enough data present in the photograph to be of any real use. The question of course begs… why?

When Edens replied to the parole board and told them the image they had sent her was no usable and would they please email her a better image… they ignored her.

The Board of Oregon Parole IGNORED Tiffany Eden’s request and did not respond to her query. Why?

Why would the members of the Board of Oregon Parole send Tiffany Edens such a substandard, defective and unusable photograph and why would they then ignore her request for a better photograph?

• Do they all suffer from poor vision?

• Are they not able to use a simple cell phone, such as an IPhone, in order to take a clear photograph?

• Were they all too busy to take the time to provide a photograph that would not be blurry and pixilated?

• Do they simply not care about protecting an entire community from a serial rapist who’s preferred victims of choice were underage children?

What possible reason would these people have for providing such a completely substandard photograph?

Unless they were all protecting Richard Troy Gilmore?

It would appear to me and others that this is exactly what occurred. There really is no other explanation that would be logical or rational. I’d like to hear from any of them as to why such a poor quality photo would be issued, simply in order to get an idea where they’re at intellectually, or morally.

The question now is, why would these people, who have also wrongly concluded that Gilmore is a “low level offender” try to protect him, at the expense of the entire Portland community?

Are they all morally bankrupt? Do they believe criminals rights are intrinsically more important than the victims of violent crimes? Do they get a charge or a thrill out of playing God, and messing with people’s lives?

What is funny about the members of parole boards is how their politics and values often change when one of their loved one’s is brutalized or savagely murdered. When it becomes personal, that’s when they tend to change their perspective.

Is that what it will take for this parole board? And who will be responsible for the damaged or traumatized lives if Richard Troy Gilmore decides… just one more time. He’ll do it just one more time?

Who pays then? And will these people be held accountable? These people, most of whom were handpicked by Governor Kate Brown, and who chose to free a sexual predator and sadistic pedophile rapist?
