Dear Neighbors,
My opponent, Shannon Singleton, is using an old political tactic—misleading denials to hide her unpopular proposals on homeless camps and public safety.
I've included her email from earlier this week below, along with publicly available facts—using her own statements—that tell a different story. Links to these sources are also provided.
JUST 14 DAYS UNTIL BALLOTS ARE MAILED
HOMELESS CAMPS
Singleton’s email: “I’ve never sued the city of Portland.”
Singleton’s record: "I was a party to the lawsuit that successfully barred the city from implementing their [proposed homeless camping bans and restrictions] policy... it's not something that I support as a policy direction around ending homelessness.”

What this means: Singleton Lawsuit: Tents & Encampments in Front of Your Home are OK
My plans: I am the only candidate in this race to propose comprehensive plans to end homelessness on a functional basis (link) and build more affordable housing (link).
PUBLIC SAFETY
Singleton’s email: “I’ve never pledged to defund our public safety system.”
Singleton’s record: No one has said Singleton pledged to defund the public safety system. But Singleton refuses to support speeding up our local criminal justice system with more funding and staff needed to open unused jail beds, hire more public defenders, and assistant district attorney prosecutors.
HELP SAM SHAKE UP COUNTY GOVERNMENT
Singleton has been clear in candidate forums and news media interviews that she opposes these much-needed community safety investments.
“Yet when it came to… public safety – voters’ top concerns — stark contrasts emerged between Singleton and her leading opponents.
“…Adams …wants to see more county dollars used to beef up jails, prosecutors and parole officers.”
“Singleton…remained steadfast in her conviction that none of those approaches will lead to lasting changes...” – Oregonian, May 29, 2024 (link)
What this means: Oregonian: “Suspect accused of threatening people in Old Town arrested, released 5 times in 2024”
My plans: I will dig into the County’s $4 billion budget to increase staffing for jails, public defenders, and prosecutors to speed up our local criminal justice system.
Why does it seem here that Singleton is trying to hide what she actually stands for?
Because her policies are wildly out of step with what most voters want and what would be best for our city and county.
There’s a real choice in this election:
Singleton = the status quo
Adams = change, with concrete plans and the experience to get them done
Thank you for taking the time to review the facts.
Sam
